Job Responsibilities
Position Responsibilities:
• Serve as focal point with DCMA and DCAA. Assist in developing policies and procedures for the company's subsidiaries that are compliant with regulations.
• Review and negotiate - forward pricing rates, incurred cost submissions, cost impacts resulting from accounting changes, advance agreements, as appropriate.
• Support implementation of strategic realignments or new structures as initiated by management.
• Maintain government compliance awareness within the company through company-sponsored training or other internal communications.
• Perform internal audits to identify and document any deficiencies and to recommend corrective actions.
Requisite Compliance Experience:
The ideal candidate will be a Government compliance subject matter expert with:
1. A detailed working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and Truth In Negotiations Act (TINA) and be considered a subject matter expert;
2. Experience in the development and implementation of government compliance strategies that support business unit success including development and implementation of indirect cost allocation structures direct, indirect charging practices, and contract pricing procedures;
3. Experience in implementing compliance programs including developing policies and procedures regarding DCAA system audits, and overall allowability and allowability governance;
4. Experience managing the working relationship between the government customer (Procuring Agencies, DCMA and DCAA) and the company including interface with government contracting representatives and auditors and implementation and management of structured audit support procedures;
5. Experience in developing Requests for Equitable Adjustment and/or Claims, Cost Impact Analyses, and Termination Settlement Proposals;
6. Expertise in analyzing DCMA and DCAA observations, recommendations and allegations of non-compliance, the preparation of detailed written responses supported by the procurement regulations and negotiation and resolution of compliance matters; and
7. Hands on experience with the preparation and maintenance of CAS Disclosure Statements, preparation, submission and support of incurred cost and forward pricing rate proposals.
Candidate Qualifications
Essential Qualifications and Required Skills:
• Requires BS/BA degree in Accounting, Finance, or Business
• Minimum of 10 years of work experience in government contracting environment with 7 years experience in compliance management
• Proficiency and expertise in FAR Parts 15, 30 & 31
• Working knowledge of the contract audit process, the FAR part 31
• Working knowledge of CAS and financial system adequacy criteria; particularly in the areas of: Cost accounting practice changes; Disclosure Statement requirements; Incurred cost submission; and forward pricing rate development.
• Experience supporting DCAA audits
• Excellent written and oral communication skills
• Have outstanding interpersonal skills.
• Strong analytical and problem solving skills
• Ability to independently complete multiple time-sensitive tasks
• Must have proficiency with Microsoft Suite of Tools with exposure to business systems including Cost Point
• Must be a U. S. Citizen capable of obtaining a government security clearance
