Job Responsibilities
The Manager of Business Operations is responsible for establishing an environment of sound financial control, ensures that the financial results of the group are properly accounted for in accordance with generally accepted accounting principles and Federal Acquisition Regulations.

This position reports directly to the Director of Finance for the FPG interfaces continually with the GM of TKC Global, operations, program managers, along with the accounting, human resource and contracts personnel at the corporate headquarters in Herndon, VA. Provide financial business leadership for this subsidiary of total revenue of $20+M. Emphasis on optimization of financial performance through a team of project accountants responsible for:

· prepare input for all financial budget submissions and projections including the annual budget, P&L / expenses and cash flow projections and estimates at completion (EACs) to ensure the business needs are met;

· track financials, prepare and present financial reports to the program manager and make appropriate recommendations to address financial performance issues;

· review program EACs and application of appropriate project controls to assess effectiveness of the programs ability to monitor, track, record, report and mitigate project variances and ensure compliance with government and customer requirements;

· proactively engage the program manager and other key managers to facilitate mitigation of program performance issues;

· set-up and maintain all pertinent contract / financial information within the financial project accounting system (Costpoint);

· administer sales commission plan; prepare annual commission schedules, calculates potential commission payments, and works with Sales Management on commission payment approval. Reconcile monthly accounting journal entries for sales compensation plans.



· ensures relevant and timely financial information (job status reports) is available to program managers and senior management;

· validate the accuracy of all costs; prepare corrections as required and facilitate necessary activities in support of the monthly financial closing process;

· monitor expenditures (weekly, monthly, year-to-date, and inception-to-date); notify management of significant variances and trends;

· provide financial analysis of actual cost, revenue, and profit in comparison with budgets, EACs, conduct regular contract status reviews (CSRs), analyze variances and trends, recommend corrective actions;

· escalate potential or realized operational and/or financial risk areas to operations management, business management, and program control management; recommend corrective actions;

· optimize days revenue in receivables (DRR) by ensuring accurate and timely invoicing, facilitating timely customer payments, and minimizing unbilled receivables;

· facilitate the process of preparing cost estimates / proposals for new and existing business;

· validate / approve invoices from vendors, subcontractors, and other pertinent expenses; and

· support key finance department initiatives.

Primary to a candidate's success in this role will be the ability to work collaboratively within the TKC Global business unit and corporate functional shared services. This is a true partnership opportunity. The Business Operations Manager must have exceptional leadership abilities, strong operations skills, an in-depth understanding of the federal service market and the service delivery model of the business. He or she must also work effectively across functional and organizational boundaries in managing operations to deliver top line & bottom line expectations. Finally, the Business Operations Manager must understand, advocate and continue to build the culture resulting in his/her ability to effectively inspire the cross-functional team to deliver superior services.


Candidate Qualifications
4-6 years of progressive financial management experience in the federal marketplace (preferably in federal product and service area)
Responsible for revenues of $25M+ (multiple projects / task orders / clients)
Working experience and knowledge of Cost Accounting Standards and FAR
Strong knowledge of Project Accounting Systems, preferably Deltek Costpoint
Strong experience with government contractor providing services & products
Bachelors degree in Accounting or Finance
Experience with Time and Materials, Firm Fixed Price and Cost Plus contracts
Ability to work effectively across functional departments and multi-task
Experience working and thinking creatively in a fast paced environment with changing priorities and demanding deadlines
Advanced knowledge and experience in use of Microsoft Office Suite (Word, Excel, Access, PowerPoint, and Project)
Excellent in written and oral communications skills
