Job Responsibilities
The Cost Accounting Manager will be responsible for calculating and maintaining indirect rate structures, supporting DCAA's audit of the company as well as ensuring the compliance with all applicable financial based Government rules and regulations, including the CAS, FAR and DFARS for the Company's ten subsidiaries.
Position Responsibilities:
• Preparation of required regulatory submissions within the timeframe mandated by the Government, such as the annual incurred cost submission, provisional rates, forward pricing rates, Disclosure Statement, etc.
• Provide audit support to DCAA; analyze accounting records and processes and make recommendations for control/process improvements based upon audit results.
• Setup and maintain indirect cost structures within the accounting system.
• Monthly calculation and reconciliation of indirect rate pools to the financial statements.
• Provide support to the pricing function.
• Maintain an effective audit trail.
• Perform internal audits to identify and document any deficiencies and to recommend corrective actions.
• Identify and solve problems proactively; exercise a high degree of initiative in the performance of assigned responsibilities.
Candidate Qualifications
The successful candidate MUST have the following:
• Bachelors degree in Accounting, Finance, or Business plus a minimum of 8 years of work experience in Government finance/accounting or internal/external audit commensurate with position responsibilities
• Working knowledge of the contract audit process, the FAR part 31
• Working knowledge of CAS and financial system adequacy criteria; particularly in the areas of: Cost accounting practice changes; Disclosure Statement requirements; Incurred cost submission; and forward pricing rate development.
• Financial system audit/reviews and recommending potential improvements
• Experience supporting DCAA audits
• Excellent written and oral communication skills
• Have outstanding interpersonal skills.
• Strong analytical and problem solving skills
• Ability to independently complete multiple time-sensitive tasks
• Candidate must possess a strong working knowledge of Microsoft Word and Excel
The successful candidate will preferably have the following:
• Proficiency and expertise in FAR Parts 15, 30 & 31
• Proficiency and expertise in the CAS and financial system adequacy criteria; particularly in the areas of:
• cost accounting practice changes
• Disclosure Statement requirements
• Incurred cost submission, provisional rate and forward pricing rate development
• Financial system audit/reviews and recommending potential improvements
• Hands-on knowledge of Deltek Costpoint and Cognos
